Redevelopment of PRD01 Property Development and Management Training Package


Current Status

DEST has recently advised that the new CPP07 Property Services Training Package which includes the Property Development, Sales and Management sector and the Spatial Information Services sector has been endorsed by the National Quality Council (NQC) and signed off by the Ministerial Delegates for Vocational Education and Training representing the Ministers for Training in each of the States and Territories. 

The new Property Development, Sales and Management sector will replace the Real Estate, Stock and Station Agency, Business Broking and Property Operations and Development sectors' units and qualifications in PRD01 Property Development and Management Training Package. Each State and Territory Training Authority will guide an implementation process in their respective jurisdiction. This process includes transition arrangements between the original and new Training Packages.  DEST is well underway to having the new Training Package available on NTIS in a searchable format.

CPP07 Property Services Training Package

The formation of CPP07 Property Services Training Package begins a process of consolidating the three property services Training Packages into a distinctive Property Services Training Package.  The process commenced with the redevelopment of the industry sectors covered by the older PRD01 Property Development and Management Training Package.

The first two sectors to be included in the new Training Package are the spatial information services sector and the newly formed property development, sales and management sector.   The new property development, sales and management sector incorporates the real estate, stock and station agency, business broking and property operations and development sectors from the PRD01 Property Development and Management Training Package.  These sectors have been redeveloped and amalgamated in recognition of industry practice and to facilitate greater flexibility and relevance with regard to training and assessment. 

The access consulting sector is being reviewed and will be added to CPP07 Property Services Training Package. The review and redevelopment of PRS03 Asset Security has commenced. PRM04 Asset Maintenance Training Package is scheduled for review activity to commence in 2008. Upon completion of the redevelopment work the revised qualifications framework and units of competency will be incorporated into CPP07 Property Services Training Package.

Background to Redevelopment

The Construction and Property Services Industry Skills Council (CPSISC) has undertaken a major review and redevelopment of the industry sectors within Property Development and Management Training Package (PRD01).  

The Property Development and Management Training Package Training Package contains six industry sectors. The primary release of PRD01 was in June 2001 with Real Estate and Stock and Station Agency sectors. Since that time there have been four extensions:

Version 2 adding the Spatial Information Services sector was released 11 February 2002;

Version 3 adding the Business Broking sectors was released 23 September 2003;

Version 4 adding the Property Operations and Development sectors was released 8 June 2004; and

Version 5 adding the Access Consulting sectors was released 20 June 2005.

CPSISC engaged Rob Stowell of Learning Australia for the redevelopment of the real estate, stock and station agency, business broking and property operations and development sectors.  Anna Henderson of Business Skills Victoria (BSV) was contracted to undertake the redevelopment of the spatial information services sector. The work required for the Access Consulting sector is being conducted by David Magee from CPSISC.

Each of the redevelopment projects was guided by a Project Steering Committee.  The Project Steering Committees were drawn from industry, industry associations as well as representation from Registered Training Organisations and State Training Authorities.
