Background to the Project
The building design sector is not currently covered by any formal national competency-based qualifications. A range of courses and qualifications are delivered in various States and Territories however accreditation for some will expire at the end of 2009. The timing is right for the development of a new nationally consistent qualification, or qualifications.
A key benefit of nationally endorsed qualifications is that they represent a ‘common language’ specifying the skills and knowledge required by industry for the effective workplace performance of a job or role. The national nature of these ‘specifications’ assist with the transportability and recognition of skills across state borders and will help build career pathways for candidates.
The qualifications are being developed within the Vocational Education and Training (VET) system. This means that it is of paramount importance to ensure that the qualifications, and the units of competency that they contain, truly reflect ‘real world’ work and specify practically required skills and knowledge. To ensure this is achieved the project will use a range of consultation processes.

What the Project will Deliver
The development of building design qualifications will meet the needs of enterprises and a diverse range of industry workers. The building design qualifications will offer:
• a defined training pathway for new entrants seeking careers in building design
• the opportunity for existing workers within allied areas (such as draftspeople) to further build and deepen their skills and move into building design
• a recognition pathway for senior and experienced industry workers without nationally recognised qualifications; and
•
open entry to the qualifications – without the barriers of pre-requisites
The Project Process
The project is now well underway and it is scheduled for completion at the end of May 2010.

Scoping & Strategy Report
Following the completion of the Workplace Functional Analyses and the national round of workshops a ‘Scoping and Strategy’ report has been prepared that will guide the development of draft units of competency and qualifications. The ‘Scoping & Strategy’ report has been reviewed by the Project’s Steering Committee and has been authorised for release for wider consultation.
The Scoping & Strategy report outlines the key findings of the consultation stages and also ‘scopes’ or outlines the range of units of competency that are proposed for development. The development process will be informed by additional input as the technical writers proceed and there may be further refinement during the process.

Project Steering Committee
The Project Steering Committee (PSC) has been formed and represents all key industry players and other stakeholders. The PSC plays a vital role in overseeing the project and providing expert industry input and providing access to industry practitioners and other stakeholders.

Project Update
The Project Steering Committee has signed off the draft competency based qualifications for the building design project earlier this year. There are three proposed qualifications:
- Diploma of Building Design
- Vocational Graduate Certificate in Building Design
- Vocational Graduate Diploma of Building Design
These qualifications are currently undergoing editing and quality assessment. Due to this, the draft qualifications previously loaded on the CPSISC website were removed on 17 May 2011.
It is anticipated that the qualifications will be forwarded to the State Training Authorities shortly in preparation for being submitted to the National Quality Council (or its successor) for endorsement.
The finalisation of this project had been delayed by other commonwealth and COAG directives as well as the sequencing of other Training Package projects for endorsement.
The website will be updated when the draft Case for Endorsement is forwarded to the State Training Authorities.
