Plumbing & Services Resources for Migrant Workers

Introduction

It has been established by the industry that the most important gap in prospective migrants for the plumbing industry is Australian specific knowledge content. The current training and assessment resources for plumbing and services are comprehensive but structured on an apprenticeship delivery model which is the predominant pathway for trade recognition in the industry. As such the knowledge component is embedded within multiple resources and directly related to practical training activities and assessment tasks encountered by apprentices over a four year indenture. This means that existing resources cannot easily be used for providing gap training to migrants on Australian plumbing knowledge content.

Why is this project important?

Specific gap training resources must be suitable for training migrants singly as the flow of migrants into Australia will not allow for groups large enough for institutional training programs. It is also inevitable that the migrants will be geographically spread out across the country so not available for face-to-face learning programs. Nonetheless, gaining the required Australian knowledge content must be comprehensive and assessment by RTO’s to verify this must be consistent, valid, reliable fully satisfy the expectations of regulators.

1.     Establishment

·         Ensure suitable IT personnel available to make content available in required CD / DVD format

·         Establish Steering Committee

·         Scope the learning and assessment resource content and confirm with industry and regulator stakeholders

·         Commence development work

·         Conduct PSC teleconference

·         Progress Report

2.     Development

·         Develop learning resources to draft stage for testing with representative RTO personnel (NPSTAG)

·         Develop assessment resources to draft stage for testing with representative RTO personnel (NPSTAG), industry stakeholders and all national plumbing regulators

·         Present draft materials with RTO, industry and regulator comments to PSC

·         Develop draft resources

·         Conduct PSC meeting

·         Progress Report

 

By end April 2009

3.     Finalisation, Distribution & Promotion

·         Complete draft resources based on comments received

·         Beta test learning resources with sample learner group

·         Revise and complete resources to final stage and present to PSC

·         Report on industry support and confirm resources for publication

·         Publish approved resources

·         Complete draft resources

·         Conduct beta testing

·         Complete final resources

·         Conduct PSC meeting or teleconference

·         Final Report and publish resources
