Pathways Beyond BCP03

Funded by DEEWR - Industry Pathfinder Project

Introduction

This project aims to identify barriers that are presently hindering the national implementation of Certificate IV and other training pathways beyond BCP03 in plumbing and other related services.

Why is this project important?

Through identification of implementation barriers affecting the take up of higher level Plumbing and related services qualifications, it is anticipated that strategies can be put in place to address these barriers and create realistic pathways utilising the qualifications in the recently endorsed CPC08 Construction, Plumbing and Services Integrated Framework Training Package.

Project Outcomes

The expected major outcomes of the project are as follows:

·         Targeted information that supports the development of training pathways that meet the needs of plumbing and related services industry. Through surveys and forums, this project will provide workforce development needs of employers as well as the perceptions of current plumbing apprentices, and those who have recently graduated and become registered.

·         By reviewing the current status and barriers in this early stage of development of the Certificate IV and other pathways beyond BCP03, there is a greater opportunity to support the flexible training development through a broader knowledge of current developments around the country.

·         Focusing on pathways beyond BCP03 will positively impact skills shortages within the plumbing field and regions.

·         Through the use of roundtable forums, interviews and surveys, employers will have a greater confidence in and understanding of the training system.

·         Increased flexibility for plumbing apprenticeships and training for employers and apprentices

·         RTO’s throughout Australia will have access to current developments of Level 4, 5 & 6 developments, strategies for implementation and case studies sourced across all RTOs in Australia.

·         Ability to improve outcomes for regional and rural students by providing survey input from employers and plumbing apprentices in these areas.

 

The Project Process

The Project commenced on the 19th November 2008 and is due for completion on 30th September 2009.

The first Project Steering Committee meeting was held on the 16th December 2008

The second Project Steering Committee meeting is scheduled for 22nd April 2009

The deliverables of this Project will be:

·         A comprehensive national implementation status report with regard to higher level qualifications in the plumbing sector.

·         An analysis on the current implementation status of Certificate IV

·         A report identifying RTO’s who are offering programs above the Certificate III level as well as specialist courses

·         3 Case Studies outlining best practice in Training Delivery strategies at the higher levels within the Plumbing sector
