Harmonisation of qualifications for licensable occupations in the Private Security Industry

Project Activity to date

The Construction and Property Services Industry Skills Council (CPSISC) has been commissioned by the Commonwealth Department of Education, Employment and Workplace Relations to redevelop the qualifications for the Private Security Industry.

This work is being undertaken in response to recommendations made by the Ministerial Council for Police and Emergency Management-Police (MCPEMP) following the release of the COAG Harmonisation of the Private Security Industry- Stage One: Manpower Sector of the Security Industry.

The three qualifications in the CPP07 Property Services Training Package which cover the licensable activities identified by MCPEMP are:

·               Certificate II in Security Operations

·               Certificate III in Security Operations

·               Certificate III in Investigative Services

Each of these qualifications comprises a set of core or mandatory units of competency as well as a set of elective units of competency. The MCPEMP recommendations identify the qualification requirement as well as the compulsory core and elective units of competency required for each license category.

For example, MCPEMP has proposed that minimum agreed standard for Crowd Controllers should be the Certificate II in Security Operations. Under the MCPEMP recommendations, this qualification would comprise 12 units of competency made up of the seven core units of competency specified in the Training Package plus the five electives specified in the following table.
