Introduction

This project aims to identify barriers that are presently hindering the take-up of New Apprenticeships in Bricklaying and Blocklaying (i.e General Construction – Bricklaying/Blocklaying).

Why is this project important?

This project will review the current status of bricklaying apprenticeships and the present industry environment they operate within. Further, this industry specific project will gain important stakeholder input through direct surveys and round-table consultation, providing a customer-focused approach to solutions and improvements in the up-take of Australian Apprenticeships.

Project Outcomes

The expected major outcomes of the project are as follows:

·         Identifying the impediments to the uptake of New Apprenticeships in bricklaying through an industry status scoping exercise across all States and Territories.

·         Providing a sound understanding of why current bricklaying apprentices take on an apprenticeship through national surveys. Improving our knowledge of the current drivers and reasons people are attracted to the industry is a necessary first step in providing targeted and meaningful information to appropriate market segments.

·         Presentation of the current concerns, issues and barriers for current bricklaying apprentices in order to better understand current attrition rates within the industry.

·         Identify the bricklaying and blocklaying industry barriers and impediments to new apprenticeships and completion of apprenticeships through round table consultation with multiple stakeholders including industry practitioners, industry representatives, related government representatives, and bricklaying instructors/managers. 

·         Provide targeted information and support to industry, Australian Apprenticeship Centres (AACs) and Registered Training Organisations (RTOs) through an identified information portal on the CPSISC website. This website will also provide links to relevant National and State/Territory websites related to New Apprenticeships and Training arrangements in the bricklaying sector. 

·         Development of national recommendations and inventive solutions that support Australian Apprenticeships in Bricklaying.

The Project Process

The Project commenced on 19th November 2008 and is due for completion on 15th August 2009.

The first Project Steering Committee meeting was held on the 4th December 2008

The second Project Steering Committee meeting is scheduled for 20th April 2009 with the final meeting scheduled for 1st July 2009.

The deliverables of this Project will be:

·         National Bricklaying Apprenticeship Status Report – This report will highlight current apprenticeships numbers across the country, along with an analysis of commencements and attrition as currently reported. There will also be a review of the current structure of the bricklaying industry and the environment it currently operates within, as it pertains to and impacts apprenticeships in this sector.

·         Case Studies – Three to five case studies will be presented that highlight current activities and/or programs that effectively support and increase the take-up of Australian Apprenticeships in Bricklaying. These case studies will be featured on the Australian Brick and Blocklaying Foundation website and CPSISC’s website.

·         Drivers and Impediments to Bricklaying Apprenticeships – This final report will highlight the current drivers and impediments to bricklaying apprenticeships along with recommendations. The content of this summative report will be informed by the national surveys and the inter-state consultations with industry, apprentices, RTOs and government bodies.
