CI Policy

The DEEWR Training Package Development and Endorsement Process 2008 sets out the current policy for the development and endorsement of Training Packages. 

CPSISC will ensure that Training Package modifications under the continuous improvement process meet the broader DEEWR policy objectives. CPSISC has also developed internal policy and guiding principles to underpin the continuous improvement of CPSISC Training Packages. The continuous improvement processes and guidelines focus on two major areas of continuous improvement, that is, changes which can be made by an ISC upgrade, and changes which require endorsement by the NQC.

1.     CPSISC will ensure that continuous improvement outcomes are in accordance with the Training Package Quality Principles of:

       Responsiveness     to the needs of contemporary industry and its workforce

       Recognition          of an individual’s competence across industries and occupations

       Flexibility             to meet individual enterprise and learner needs)

       Functionality        through ease of understanding, clever design and consistency with policy and publication requirements).

 

2.     CPSISC will maintain and update a Continuous Improvement Plan for implementing continuous improvement to Training Packages. The Plan will be informed by the CPSISC Environmental Scan and will be updated annually as a rolling three-year plan. Click here to view the current plan

3.     CPSISC will remain committed to stakeholder engagement in the planning, development and implementation of the Continuous Improvement Process, using a range of consultation and validation methodologies commensurate with the scope of work and impact on industry. Click here to view our stakeholder engagement plan

4.     The scope and timing of continuous improvement activities will be driven by industry needs and priorities in collaboration with the CPSISC Board and Industry Advisory Committees.

CPSISC guiding principles for the continuous improvement of Training Packages

The continuous improvement of CPSISC Training Packages will also be guided by the following key principles:

All recommended changes (both CPSISC upgrade and NQC endorsed) will be initially validated by Industry Advisory Committees and/or Sector Advisory Groups to determine the impact on industry.

All consultation and validation processes will use a range of methodologies commensurate with the scope of work and impact on industry.

Improvements requiring NQC endorsement will be based on national consultative processes and supported b y a justification for the change.

All issues raised by stakeholders and actions taken will be detailed within the CPSISC Improvement Register for each industry sector and Training Package. Click here to find out more about the Improvement Register

Improvements will aim to harmonise licensing requirements with Training Package competencies and qualifications to result in better alignment of the training outcomes with regulatory speci fications.

Environmental sustainability will be embedded and continuously enhanced in all relevant competencies and qualifications.

Competencies and qualifications meeting emerging skill demand will be implemented nationally to enhance consistent recognition, trainin g opportunities and skilled workforce mobility.

Competencies will be combined into viable qualifications that can be delivered in a timely and efficient manner to ensure retention and completion rates.

To ensure better approaches to on and off-the-job trai ning and assessment, competencies and qualifications will not impose artificial rigidities in terms of assessment requirements that may militate against workplace delivery of training.

All changes (both CPSISC upgrade and NQC endorsed) will be detailed in the Training Package Modification History Table, recorded in CPSISC’s biannual ‘stocktake’ of changes made to the endorsed components of Training Packages, and noted as part of the Environmental Scan.
