Background to the Development of CPC08
The qualifications framework and units of competency for the sectors of the Construction Industry have been traditionally presented in three separate Training Packages (General Construction, Plumbing and Services, and Off-site Construction). The formation of the CPC08 Training Package began a process of consolidating those three Training Packages into a distinctive Construction Training Package.

The BCF00 Off-site Training Package was first endorsed in 2000 and had an initial review scoping in late 2005. It was decided, however, to hold over the second review to coincide with the review of the General Construction and Plumbing and Services Training Packages.

The BCG03 General Construction Training Package had been reviewed and re-endosed in 2003 from the previous 1998 Package. It had various additions made over time including higher level qualifications added to the Package in mid 2006.
- The BCP03 Plumbing and Services Training Package took many years to complete and was endorsed in 2003. The Package assisted in mutual registration and licensing for plumbing occupations and provided a vehicle for improved training and assessment.
In addition to updating of competencies and qualifications to meet the ongoing needs of industry, the new CPC08 Training Package represents a broad rationalisation of the three Packages. The review project aimed to ensure that all three Packages were better aligned, and that CPC08 would encompass a broad 'integrated framework' that would avoid duplication of skills and allow for more flexibility in qualifications.
The CPC08 Construction Training Package now includes the redeveloped qualifications framework and units of competency for the following sectors:

Plumbing and Services
(including qualifications and units of competency from the former BCP03 Training Package) .
