Workforce planning and analysis
The workforce planning process involves forecasting your business’s future skill requirements and establishing how you will attract, develop and retain people with those skills.
Workforce planning will assist your business to respond to changes in the demand and supply of labour, and ensure that your business is staffed to meet future challenges. As a result, your business will be better placed to attract and retain employees in a tight labour market, have higher productivity and profitability and improved quality of product and service.
For a workforce planning process to be effective, it should be integrated into the organisation’s strategic plan and updated regularly to meet an ever changing environment.
Human resource management
Human resource management is a strategic approach to the management of people in order to enhance individual and organisational performance. An effective human resource management system can assist in reducing high staff turnover, industrial disputes, breaches of legislation, unfair dismissal claims, poor customer service, loss of business and more. A human resource management system linked to your business goals and objectives will assist in maximising the potential of your business and your people.
Workforce capability development
Workforce capability development relates to the development of the ‘whole-of-organisation’. It includes such things as developing effective systems, processes, values, initiatives and enablers that support individuals and teams in taking responsibility for their own learning as well as the capacity to share their knowledge with others in the organisation.
Workforce Development is not a standalone process or system. An effecti ve approach must be integrated within business practices and incorporate an analysis of the organisations current and possible future operations. It should include ongoing monitoring of the environment, workforce issues and organisational strategies.

Skills Australia
As part of its Skilling Australia for the future initiative, the government recognises the importance of nationally endorsed training in assisting job seekers to acquire skills and gain lasting employment and assisting existing workers to update or upgrade their skills.
CPSISC’s role within Skilling Australia will be to:
- Provide integrated industry intelligence and advice to Skills Australia, government and enterprises on workforce development and skills needs

Actively support the development, implementation and continuous improvement of high quality training
and workforce development products and services including training packages. - Provide independent skills and training advice to enterprises, including matching identified training needs with appropriate training solutions; and
- Work with enterprises, Employment Service Providers and training providers to ensure that individual and enterprise training needs are matched to appropriate training.
Productivity Places Program
The Productivity Places Program has gone through significant change over the last few months. The State & Territory Governments are now signing into the program and will manage the program for their own state/territory respectively. This new arrangement will take effect at different times for each state, and CPSISC will continue to monitor this process and report on any developments.

Enterprise Based Productivity Places Program (EBPPP)
The Australian Government announced on 5th November 2009 that up to $25 million will be provided during 2009-2010 for an Enterprise Based Productivity Places Program (EBPPP) for existing workers. This program will provide up to 11,000 new training places.
The EBPPP forms part of the Productivity Places Program under the Commonwealth’s Skilling Australia for the Future policy.
Guidelines for this program are still in DRAFT form. However the following eligibility criteria are expected to be applied:
· Training will be at the Certificate III to Advanced Diploma level in a range of qualifications
· National enterprises, , small and medium enterprises and national professional associations and industry bodies will be eligible to participate in this program
The objective of the EBPPP is to assist individual enterprises increase their productivity as well as the skill levels and subsequently the mobility of workers, by providing employees with opportunities to increase their qualification levels.
It is expected that the Guidelines for this program will be approved and available on the DEEWR Productivity Places Program website by the end of March 2010.
