Licensing Requirements

There are no national licensing requirements for individuals working in the Waste Management Sector.  Waste management facilities (landfills, transfer stations, resource recovery facilities, waste processing plants, some transport systems etc) are licensed in each state and territory by the respective environmental protection authority.  These licenses place restrictions on the amount of material that can be received, the types of material that can be received, and the emissions that are permitted to the receiving environment.  Licenses are for specific facilities and in the name of the owner/operator.

In addition, companies and personnel engaged in waste management are covered by legislation or regulations concerning aspects of their activities, including environmental, industrial and occupational health and safety matters.

Northern Territory

Environment Protection is responsible for the assessment and advice on the environmental impacts of development proposals and policy advice and regulatory services to provide for effective waste management and pollution control.  Their role includes:

  • Implement the Environmental Assessment Act to ensure that development decisions in the Northern Terrtitory take environmental impact into consideration.
  • Undertake environmental assessment of development proposals.
  • Undertake compliance assessment of the environmental performance of developments.
  • Provide technical advice to government and the community on waste and pollution management issues.
  • Issue licences to regulate activities subject to the Waste Management and Pollution Control and Water Acts.
  • Develop guidance material to promote good environmental practices.
  • Advise Government and the community on environmental matters.
  • Develop and implement environmental policies including greenhouse, air quality, stormwater etc.

South Australia   

The EPA regulates the management of solid and liquid waste in South Australia under the Environment Protection Act 1993. This includes the transport, handling, storage, treatment and disposal of waste, as well as activities that produce certain types of waste.  However there is a range of other legislation relevant to the waste and resource recovery industry.

A contractor who has his own business working for a larger business must apply for an environmental licence.
