Changes to OHS requirements
A new OHS unit CPCCOSH1001A Work safely in the construction industry was developed to achieve mutual recognition of construction industry induction (not individual worksite induction). This unit reflects the newly adopted Construction OHS Code of Practice requirements and meets the training requirements of construction site safety cards in most jurisdictions.
In response to the requirement for asbestos awareness to be embedded in all construction qualifications, the core OHS unit CPCCOHS2001A Apply OHS requirements, policies and procedures in the construction industry now includes additional content covering recognition and reporting of asbestos containing materials found in construction projects.

The Plumbing and Services Sector is occupationally licensed in all states and territories although there are different competency requirements for registration across the country. For this reason, you are advised to consult the relevant occupational licensing authority in your jurisdiction to determine the specific licensing requirements for various Plumbing and Services Sector occupations. In the Australian Capital Territory (ACT) an individual or entity that provides a construction service including plumbing and draining work, must be licensed under the Construction Occupations (Licensing) Act 2004, and Construction Occupations (Licensing) Regulation 2004.
There are two types of licenses for plumbers and drainers (not including sub categories):
§ a sanitary plumber/water plumber licence or
§ an advanced sanitary drainer’s licence.

A licence is required before any plumbing, draining or gasfitting (including LP gasfitting) work can be undertaken in NSW, regardless of the cost of the work and regardless of whether the work is residential, commercial or industrial. The Office of Fair Trading licenses all builders and tradespeople that carry out work in the residential building industry in NSW under the following classes:
§ Contractor Licence authorises that holder to contract and advertise to carry out the work described on their licence card
§ Qualified Supervisor Certificate allows the holder to carry out the work as described on their licence
§ Nominated Supervisor is an individual who holds a qualified contractor licence or a supervisor certificate, and who is registered against a contractor licence as the person supervising the residential building work or specialist work. All companies, partnerships and unqualified individuals holding a contractor licence must nominate a supervisor.
You must have a contractor licence or employ the holder of a qualified supervisor certificate to contract, subcontract or advertise to do plumbing, draining and gasfitting work in
Plumbing Work
Plumbing work is defined in the Home Building Regulation 2004. Water plumbing, roof plumbing and work of sewerage as defined in AS/NZS 3500.0:2003, Plumbing and drainage, including such work on premises on which any part of the sewerage service is connected to a septic tank, effluent system or sullage system, but not including the work of draining. According to AS/NZS 3500.0:2003, a Plumbing system is defined as fixtures, fittings, pipes, materials, or appliances other than the sanitary drain, used for the collection and conveyance of any wastes or wastewaters from any premises and includes all vents, flashing and water service connected to them.
Water Plumbing
Work of water supply as defined in AS/NZS 3500.0:2003, Plumbing and drainage, including such work on pipes and fittings, whether or not connected or intended to be connected to a water main, that are in a building in which any part of the sewerage service is connected to a septic tank, effluent system or sullage system.
Water Plumbing - Fire Protection Systems
Water plumbing involved in a fire service as defined in AS/NZS 3500.0:2003, Plumbing and drainage, including a fire sprinkler system and connection of the system to a water main.
Water Plumbing - Urban Irrigation
Work of irrigation is defined in the NSW Code of Practice –Plumbing and Drainage – 1999, published by the Committee on Uniformity of Plumbing and Drainage Regulation in New South Wales, including the connection of the system to a water main. Roof Plumbing
Under Clause 10 of the Home Building Regulation 2004, any work involved in the fixing, installation, renovation, alteration, repair and maintenance of guttering, downpipes and roof flashing, as well as roof, wall and ceiling coverings on any building or structure (other than a non-habitable farm building) is declared to be roof plumbing work for the purposes of the Home Building Act 1989, except work in relation to coverings consisting of:
§ non-metallic tiles and slates, or
§ glass (being work usually performed by glaziers, or
§ concrete, or
§ timber and timber products, or
§ thatching, or
§ malthoid, bituminous or similar membrane material.
This includes the installation of skylights, ventilators, solar systems and the like as well as the application of protective coatings, not involving structural alteration of roof members/components.
Draining Work
Draining work is defined in the Home Building Regulation 2004. Work of sanitary drainage as defined in AS/NZS 3500.0:2003, Plumbing and drainage, including work on a house drain connected to a septic tank, effluent system and sullage system. Sanitary drainage system is defined as an assembly of pipes, fittings and apparatus, which is used to collect and convey the discharge from the sanitary plumbing system, together with discharges from fixtures directly connected to the drain, to the sewer. Usually located below ground level.
Gasfitting Work
Gasfitting work is defined in the Home Building Act 1989 as having the same meaning as in the Gas Supply Act 1996 and includes work on a gas installation (other than an autogas installation) connected or intended to be connected to a compressed natural gas container.
Gasfitting work means any work involved in:
§ the installation, alteration, extension or repair of a gas installation, or
§ the intallation, alteration, extension, removal or repair of any flue associated with a gas installation, or
§ the connection of a gas container, gas regulator or gas appliance to, or the disconnection of a gas container, gas regulator or gas appliance from a gas installation except where it is designed to be readily detachable from the installation.
Gas installation means a system of pipes and associated fittings that is designed to convey gas from the control valve or other connection point of a gas container to the control valve or other connection point of a gas appliance or of another gas container, and includes any flue associated with the installation, but does not include a gas container.
Gas appliance means any gas burning or gas using appliance that is manufactured, adapted or designed for connection to a gas installation, whether by means of a gas outlet socket or otherwise, and includes any liquefied petroleum gas dispenser, catalytic burner or vaporiser, but does not include an internal combustion engine that is installed in, or forms part of, a vehicle, vessel or machine.
LP Gasfitting Work
LP gasfitting work is defined in the Home Building Regulation 2004. Gasfitting work as defined in the Dangerous Goods (Gas Installations) Regulation 1998, restricted to work on a gas installation designed to carry liquefied petroleum gas in vapour phase only at pressures not exceeding 150 kilopascals. Liquefied petroleum gas means a liquid or gaseous substance that is a mixture of hydrocarbons, basically consisting of butane or butenes or propane or propene, or any mixture of them.
Advanced LP Gasfitting Work
Advanced LP gasfitting work is defined in the Home Building Regulation 2004. Gasfitting work as defined in the Dangerous Goods (Gas Installations) Regulation 1998 involving liquefied petroleum gas only, without any restriction as to pressure and whether or not the gas will be conveyed in liquid or vapour phase, and including work on pipes, fittings, or appliances attached to or forming part of a liquefied petroleum gas transport container.

To work as a plumber or drainer in the Northern Territory, you must be licensed or registered with the Plumbers and Drainers Licensing Board under the Plumbers and Drainers Licensing Act 1983.
The Board is responsible for the issue of Advanced Tradesman licences and Journeyman registration cards and only licenses applicants in the categories of Plumbing (requires both Water Supply and Sanitary) and Draining. The Board cannot issue licences in roof plumbing or mechanical services as these categories do not exist in the NT, or gas fitting which is covered by NT Worksafe - for more information visit their website at www.worksafe.nt.gov.au
Journeyman Registration
A registered Journeyman may carry out plumbing/draining work under the general direction of an Advanced Tradesman. A Journeyman may supervise the work of apprentices and trades assistants but is not permitted to contract for plumbing/draining work in his own right.
Advanced Tradesman Licence
An Advanced Tradesman's licence allows the holder to contract for plumbing/draining work in his own right. He may also carry out plumbing/draining work, and direct & supervise the work of apprentices, journeymen and trades assistants.
Certification of Work
An Advanced Tradesman may contract for work in his own right, but cannot certify work. If you wish to certify work you must register as a Certifying Plumber and Drainer with the Building Practitioners Board.

Licence Types
There are three classes of plumbers and drainers licences issued:
§ plumbers licence
§ drainers licence
§ restricted licence.
Within each of these classes there are also several types of licence. Each licence type requires the holder to have particular qualifications and experience to perform the relevant aspects of plumbing and drainage work, for example:
§ a plumbers licence entitles the holder to perform plumbing work, except plumbing work that requires an endorsement
§ a drainers licence entitles the holder to perform drainage work below ground level, except drainage work that requires an endorsement
§ a restricted licence states the plumbing, draining or other work which the holder is entitled to perform, eg a restricted plumbers licence may only allow the holder to undertake water plumbing work to disconnect and reconnect a replacement electric hot water heater.
Endorsements
An endorsement on a plumbers and drainers licence entitles performance of specific aspects of work not covered under the existing licence, and recognises the additional qualifications and skills for which the endorsement is issues, eg an endorsement to commission, test and maintain backflow prevention devices.
Provisional Licence
A provisional licence is granted where the Board believes more practical experience is needed before a full plumbers and drainers licence can be granted, and/or necessary evidence of experience or qualifications has not been provided.

In South Australia, any person (including a company) who carries on business or holds himself or herself out as a plumber or gas fitter, must be licensed as a contractor under the Plumbers, Gas Fitters and Electricians Act 1995. If a business operates as a partnership then each partner must hold their own licence.
You are considered to be a plumbing contractor or a gas fitting contractor if you carry on business (including sub-contracting). For example, installing water heaters, fire protection sprinklers, domestic plumbing work and industrial gas fitting work as defined under the legislation.

A person seeking to work as a plumber or gasfitter in
§ Journeyman level - sanitary plumbing and mechanical services plumbing
§ Advanced level - sanitary plumbing (sanitary plumbing includes water and roof plumbing, draining), mechanical services plumbing, water plumbing, roof plumbing, draining and gasfitting.
New Legislation
Tasmania had adoped the Occupational Licensing Act 2005 in part. This Act currently regulates electrical trades. The purpose of the Act, when fully implemented, is to provide a uniform licensing framework for electrical, plumbing, and gasfitting occupations in
§ Contractor's licence
§ Practitioner's Licence.
Contractor's Licence
Contractor's licences will be issued to individuals or businesses and entitle the holder to enter into contracts for plumbing and gasfitting work. A contractor must engage a nominated manager, who may be the owner of the business, and have the required insurance coverage.
Existing plumbers will need to apply for a contractor’s licence under the Act once plumbing regulations have been finalised. If existing plumbers do not meet the eligibility requirements for nominated manager but have been doing plumbing contracting in the past, or supervising the work of others doing that work on their behalf, they may offer themselves as the nominated manager.
Those who wish to operate a business in more than one of the industry streams (plumbing and gasfitting) will require more than one licence and may require more than one nominated manager.
Practitioner's Licence
Pracitioner's licences entitle the holder to perform plumbing or gasfitting work in accordance with the class of licence.
Plumbers and LP gasfitters who are registered under the Plumbers and Gas-fitters Registration Act 1951, and natural gasfitters who hold a certificate of competency under the Workplace Health and Safety Act 1995, will be considered to be licensed plumbing and gasfitting practitioners under transitional provisions.

In
Plumbing licensing and registration is available under three main categories of plumbing work:
1. Main plumbing classes
2. Restricted plumbing classes
3. Specialised plumbing classes
Both licensed and registered plumbing practitioners must be licensed in the specific area of plumbing work (Water Supply, Gasfitting, Sanitary, Roofing (Stormwater), Drainage, Mechanical Services, Fire Protection or Irrigation (Non-agricultural)) in order to carry out that type of work.
Licensed practitioners can supervise other practitioners and issue compliance certificates. Registered practitioners cannot supervise other practitioners or issue compliance certificates.
Registered practitioners who are eligible for a licence, but who have elected not to be licenced, may apply for a Private Plumbing Work Licence which will enable them to undertake and issue a compliance certificate for plumbing work on their own home or that of immediate family.

To carry out water supply, sanitary and drainage plumbing work in Western Australia, a person must hold either a Plumbing Contractors Licence or a Tradeperson's Licence issued by the Plumbers Licensing Board under the Water Services Licensing (Plumbers Licensing and Plumbers Standards) Regulations 2000.
The Board issues three classes of licence:
§ Plumbing Contractor's Licence
§ Tradeperson's Licence
§ Tradeperson's (Drainage Plumbing) Licence.
Plumbing Contractor's Licence
A plumbing contractor’s licence authorises the holder to:
§ carry out the work specified on the licence
§ exercise general direction and control over the carrying out of authorised work by the holder of a tradeperson’s licence
§ supervise the carrying out of such work by an apprentice; and
§ certify plumbing work.
Tradeperson’s Licence
A tradeperson’s licence authorises the holder to:
§ carry out water supply and sanitary and/or drainage plumbing; and
§ supervise the carrying out of such work by an apprentice
under the general direction and control of the holder of a plumbing contractor’s licence.
While both licensed plumbing contractors and licensed tradepersons are qualified to carry out plumbing work, only a licensed plumbing contractor is qualified to certify that the work complies with the relevant plumbing standards. Therefore, licensed tradepersons must work under the general direction and control of a licensed plumbing contractor.
